Five Store Restriction

Since 1935, Texas code has limited liquor store ownership to no more than five permits per individual.

A glaring loophole has allowed the immediate family members of liquor store owners to consolidate their permits under a holding company and acquire an unlimited amount of additional permits.

By circumventing the “five store restriction,” a handful of privileged families have amassed hundreds of package store permits across the state while being sheltered by the State from competition with public companies, as well as small business owners who do not have family members with whom to consolidate their permits.
